What an inspection means. OSHA inspections can be triggered by a worker complaint, a reported accident, a referral from another agency, or as part of a programmed targeting campaign for high-hazard industries. How to read a citation. Citations are classified as Willful, Serious, Repeat, or Other-than-serious.
