Carolina appears in the dataset because at least one establishment in the city has been inspected by federal or state-plan OSHA inspectors in the past five years.
What an inspection means. OSHA inspections can be triggered by a worker complaint, a reported accident, a referral from another agency, or as part of a programmed targeting campaign for high-hazard industries.
